Toney Phifer is an Instructional Designer at Chattanooga State Community College; he has been a part of Chattanooga State since 2010. On a day-to-day basis, Toney does professional development, accessibility training, and technical training for the staff and faculty of the institution. He has been a leader in the accessibility initiative throughout the state of Tennessee. Toney is also an Instructional Designer for TN eCampus, which is an initiative in Tennessee for courses offered online.
